Open a “Documents” folder.
It should be in:
C:\\Documents and Settings\\user name\\Documents\\Rockstar Games\\GTA IV\\User Music
Copy any songs into this directory. (They should be in MP3, WMA, DRM or M4A format.)
Launch the game and select Audio in the Options menu.

Set the following:
Independence FM Mode: modes of replay:
- Sequential
- Shuffle – random songs with the option to rewind
- Radio – random songs with voice-over comments, without a rewind option
In the first two modes, you can rewind the songs using the N and B keys.
Auto Scan - ON: Every time you add some songs into the folder, it will scan them.
Quick Scan: Quick scan of the folder
Complete Scan: a complete scan of all songs and their changes
Other settings:
GPS speech: You can choose GPS speech in some cars or all cars.
Output: Stereo/Mono
Voice chat: When you pick somebody up and he/she speaks, with the Fade Radio option set, the radio volume will turn down, so you can better hear what the person is saying.
